California: Mark Takano Up by 4 in Internal Poll

In a California House race targeted by both parties, Riverside Community College Board Trustee Mark Takano (D) led by 4 points in a poll conducted for his campaign.

According to a polling memo obtained by Roll Call, the poll, conducted by EMC Research of Oakland, Calif., found Takano ahead of Riverside County Supervisor John Tavaglione (R), 42 percent to 38 percent, with 20 percent undecided. Tavaglione enjoys a 15-point name identification advantage, 55 percent to 40 percent. Full story

The Democratic National Convention Committee today announced additional speakers for next month’s convention in Charlotte, N.C., where President Barack Obama will be renominated.

The speakers include Chicago Mayor Rahm Emanuel; California Attorney General Kamala Harris; Colorado Gov. John Hickenlooper; former Democratic National Committee Chairman and Virginia Senate candidate Tim Kaine; Massachusetts Gov. Deval Patrick; Sen. John Kerry (D-Mass.), and former Ohio Gov. Florida: Val Demings Goes Up With First TV Spot

Democrat Val Demings, running against freshman GOP Rep. Daniel Webster in Florida’s 10th district, began airing her first television ad today.

The former Orlando police chief introduces voters to her story and frames herself as beyond partisanship in the spot. It’s a compelling story and the right message for a Democrat in the Republican-leaning district, but her chances of coming to Congress remain something of a long shot.

“My mother wore a maid’s uniform so I could go to college and train to wear a police uniform,” Demings says.

Missouri: Todd Akins Legitimate Rape Comment Ignites Firestorm

Rep. Todd Akin, the Republican nominee for Senate in Missouri, justified his opposition to all abortion, even in instances of rape, by saying that “legitimate rape” rarely leads to pregnancy — comments that have set off a media firestorm in an already contentious race.

In an interview with a St. Louis television station posted today, Akin said that female bodies “[have] ways to try to shut that whole thing down” and that only rapists, and not unborn children, should be punished.

“First of all, from what I understand from doctors, [pregnancy from rape] is really rare,” Akin told KTVI-TV, in an interview first reported nationally by Talking Points Memo. “If it’s a legitimate rape, the female body has ways to try to shut that whole thing down.” Full story

Wisconsin: Tommy Thompson Says He Wont Release Tax Returns

Republican Senate nominee Tommy Thompson said Wednesday that he would not release his personal tax returns as part of his bid for office.

“When I was governor and I was employed [by] the people of the state of Wisconsin, I released my tax returns. But I’ve been in the business world and the question is, am I going to release my tax returns? The answer is no,” Thompson said in his first media availability since winning a closely contested four-way primary Tuesday.

When pressed again, Thompson pushed back: “No. The answer is N-O. What part don’t you understand?”

Minnesota: Rick Nolan Wins Democratic Nod in Comeback Bid

Former Rep. Rick Nolan (D) this evening came one step closer to returning to Congress after a 32-year hiatus when he won his party’s nomination in the 8th district.

Nolan led former state Sen. Tarryl Clark, 40 percent to 32 percent, with 80 percent of precincts reporting.

Nolan’s victory sets him up to face freshman Rep. Chip Cravaack (R) this November. The 8th district is highly competitive, and both parties have reserved millions of dollars in airtime for the Minneapolis market for this contest and adjacent races.

Roll Call rates this race as a Tossup.

Nolan struggled with fundraising throughout the primary but prevailed in part with some financial help from the state party. The Democratic-Farmer-Labor Party aired almost $160,000 in television spots on Nolan’s behalf.

The party backed Nolan over Clark earlier this year.

Florida: David Rivera to Face Joe Garcia — Again

It’s rematch time in South Florida.

Former Miami-Dade Democratic Party Chairman Joe Garcia won Florida’s 26th district Democratic primary tonight and will challenge Rep. David Rivera (R) in November. Rivera, the embattled freshman lawmaker, beat Garcia by more than 9 points in 2010.

This evening, Garcia beat Gloria Romero Roses, a political newcomer, by a comfortable margin. With 94 percent of precincts reporting, Garcia had 53 percent to Romero Roses’ 31 percent.

Wisconsin: Mark Pocan Wins Primary to Succeed Tammy Baldwin

State Rep. Mark Pocan handily defeated fellow state Rep. Kelda Helen Roys tonight. He led 70 percent to 23 percent when the Associated Press called the race.

Pocan was widely expected to win the primary for the Madison-based 2nd district and will almost certainly come to Congress in the fall. The two were vying for a safe Democratic open seat to replace Rep. Tammy Baldwin (D), who is running for Senate.

Connecticut: Elizabeth Esty Wins 5th District Democratic Nomination

Updated 10:10 p.m. | Former State Rep. Elizabeth Esty has won the Democratic nomination in the open-seat race for Connecticut’s 5th district, according to the Associated Press. Esty had garnered 43 percent of the vote when the race was called.

State Speaker Chris Donovan was in second with 35 percent. Public relations executive Dan Roberti was in third with 23 percent.

It is the conclusion to one of the toughest-fought Congressional primaries this cycle.

Donovan was the early frontrunner, until two of his campaign staffers were indicted over the summer for alleged campaign finance violations. Labor and base liberals continued to steadfastly back him.

The foundation of Esty’s campaign was based in EMILY’s List support.

A super PAC backed television ads that supported Roberti in recent weeks, and he also received a last-minute endorsement from President Bill Clinton on Monday.

This is an open-seat race to replace Rep. Christopher Murphy (D), who is running for Senate.

As events unfolded over the summer, Republicans have played close attention to the race.

On the Republican side in the 5th district, state Sen. Andrew Roraback won the primary with 33 percent at the time the Associated Press called the race. Businessman Mark Greenberg was in second place at 28 percent, businesswoman Lisa Wilson-Foley and veteran Justin Bernier were tied for third at 19 percent.

Both parties nominated what were likely their strongest general election candidates.

Wisconsin: Mark Pocan Favored in 2nd District Democratic Primary

Voters head to the polls today in Wisconsin, and for Democrats, all of the action will take place in the 2nd district primary to replace Rep. Tammy Baldwin (D), who is running for Senate.

State Reps. Mark Pocan and Kelda Helen Roys are the main competitors, and most Wisconsin political observers give the edge to Pocan.

Both  candidates for this Madison-area district are in the state Assembly and have similar policy positions. Pocan has picked up high-profile Congressional endorsements, while Roys has the backing of EMILY’s List.

The winner will be virtually assured of coming to Congress in the fall. Baldwin has remained neutral in the contest.

Minnesota: DFL, Bill Clinton at Odds in Democratic Primary

If there’s one primary to watch in the Gopher State today, it’s the Democratic contest in the 8th district, where three candidates are facing off for the right to challenge freshman Rep. Chip Cravaack (R) this November.

Cravaack’s district represents the Democrats’ best shot at picking up a seat in Minnesota. Roll Call rates the 8th district race as a Tossup.

The district also features the most contentious primary on the ballot.

The Democratic-Farmer-Labor Party backed former Rep. Rick Nolan (D) for the seat earlier this year. The party recently started airing advertisements on his behalf. But Nolan’s fundraising has struggled despite the support of the delegation.

Meanwhile, former state Sen. Tarryl Clark (D) has raised money at a fast clip. She’s also buoyed by an endorsement from President Bill Clinton, who is featured in her latest spot.

Most Democrats expect Nolan or Clark to prevail, although Duluth City Councilor Jeff Anderson is also running.

Connecticut: Bill Clinton Endorses Dan Roberti

Bill Clinton today endorsed Dan Roberti in his bid for the Democratic nomination in Connecticut’s 5th district.

The endorsement comes just one day before the primary, and it’s unclear how effective it will be in boosting Roberti over former state Rep. Elizabeth Esty and state Speaker Chris Donovan.

“Whether running a homeless shelter, organizing rebuilding efforts after Hurricane Katrina, or helping veterans find jobs, Dan has demonstrated a deep commitment to public service,” Clinton said in a statement. “He’s always working to make a difference for other people, and he’s good at it.”

House Democrats Elated by Paul Ryan Pick. Should They Be?

If voters aren’t familiar yet with the “the Ryan budget,” they will be soon — and House Democrats couldn’t be happier about it.

Democrats already banked on using House Budget Chairman Paul Ryan’s (Wis.) proposed Medicare cuts as their primary attack point against the House GOP this fall, when the party faces tough odds in winning back the majority.

This morning, presumptive GOP presidential nominee Mitt Romney promoted the budget’s author to the national ticket — effectively making the plan a household name. An elated Democratic Congressional Campaign Committee encouraged its candidates to start shooting out press releases overnight.

“I just nominated Mitt Romney to be one of the DCCC’s newest Majority Makers,” DCCC Chairman Steve Israel (N.Y.) said today in a phone interview. “He may have handed the majority to us with his choice of Paul Ryan. The Ryan budget is a debate we know we win — and Mitt Romney just nationalized the debate.”

Wisconsin: Paul Ryan Still Heavily Favored Over Rob Zerban Back Home

As Rep. Paul Ryan embarks on a national campaign, he will still have to run for re-election for his House seat.

Wisconsin law allows Ryan to seek both the vice presidency and another term in the House, and that is the understanding of what he will do, according to a Congressional campaign spokesman.

Ryan’s 1st district includes Republican pockets in the southeastern part of the state, and he won re-election last cycle by a 2-to-1 margin. The district was improved for him in redistricting. All of these points indicate that his re-election race should not be competitive, and Roll Call rates this race as Safe Republican.

But even before Ryan was picked as the vice presidential nominee, Democrats were making noise about giving him more of a race than he’s used to. He has a wealthy Democratic opponent, Rob Zerban, who has worked relentlessly to convince the political establishment that this is a real race. His argument is that Ryan has not had a serious opponent in years and that there is an opportunity for an organized Democrat to force an upset. Full story

Indiana: New Dem Poll Shows Tied Senate Race

Rep. Joe Donnelly (D-Ind.) released a new poll today showing he remains in a dead heat with state Treasurer Richard Mourdock in the Hoosier State’s open Senate race.

Donnelly received 41 percent to Mourdock’s 40 percent in the survey obtained by Roll Call and paid for by the Democrat’s campaign.

The survey shows Democrats believe the race remains competitive several months after Mourdock defeated six-term Sen. Dick Lugar for the Republican nomination in May. Roll Call rates the Indiana Senate race as Leans Republican. Full story
