Texas: Dewhurst, Cruz Launch Final Push in Senate Race

Texas Lt. Gov. David Dewhurst and former Texas Solicitor General Ted Cruz are playing to their strengths in the final stretch before Tuesday’s GOP Senate runoff.

According to recently filed Federal Election Commission reports, Dewhurst has loaned his campaign an additional $8 million since his pre-runoff report. That brings his loan total to $24.5 million, according to the Houston Chronicle. Dewhurst’s personal fortune was always his greatest strength and he has proven willing to spend generously.

Part of that money will go toward a new television ad featuring Gov. Rick Perry (R).

Washington: Suzan DelBene Donates $900K to Campaign This Month

Democrat Suzan DelBene this month donated $900,000 to her campaign in Washington state’s 1st district, according to preprimary reports filed Thursday to the Federal Election Commission.

The former Microsoft executive has given her campaign a total of $1.9 million to date, dwarfing her opponents’ fundraising and allowing her a huge edge in spending. Since mid-June, DelBene has spent $1.3 million on TV and $365,000 on mail, according to figures from her past two FEC reports. Full story

DSCC Files FEC Complaint Against Independent Groups

The Democratic Senatorial Campaign Committee filed a complaint with the Federal Election Commission alleging that conservative independent outfits 60 Plus Association, American Crossroads, and Americans for Prosperity have violated federal election law by primarily working to influence federal elections while not disclosing their donors.

“Respondents are raising and spending millions of dollars to accomplish their major purpose of influencing federal elections, while hiding their funding sources. By operating in secret, they have violated and continue to violate the Federal Election Campaign Act,” DSCC Executive Director Guy Cecil wrote in the complaint.

The six-member commission, composed of three Republicans and three Democrats, has been gridlocked along partisan lines for the past few years and in many cases has struggled to attain the majority necessary to reach a decision. Campaign finance experts said the FEC typically takes longer than a year to resolve such complaints, making it unlikely that the issue will be resolved before the November elections.

The DSCC complaint comes on the heels of a similar request filed with the FEC last month by Robert Bauer, general counsel to the Democratic National Committee and President Barack Obama’s 2012 re-election campaign. That filing asked that the FEC require American Crossroads to disclose its donors.

The groups responded to the complaint, characterizing it as a baseless effort to attract publicity.

“This latest complaint is virtually identical to the complaint filed by the Obama campaign and DNC two weeks ago,” American Crossroads spokesman Jonathan Collegio wrote in a statement to Roll Call. “[I]t is baseless, completely redundant and serves no purpose other than to generate headlines, as it was distributed to the news media before its recipients. Crossroads takes compliance very seriously.

60 Plus Chairman Jim Martin argued that the complaint cannot be considered seriously because it only addresses conservative groups.

“The fact it includes only GOP leaning groups — and none of the coordinated campaign expenditures being made between and among the DNC, DSCC, and the Democrat’s House campaign committee — shows it’s naked politics pure and simple,” Martin said in a statement.

The DSCC maintained that it expects the FEC to consider the complaint seriously.

“These organizations are actually claiming that they are no more political than a church, a synagogue, or even the American Cancer Society. It is patently absurd and we certainly expect the FEC would take action,” Cecil said in a statement emailed to Roll Call. “Right wing billionaires and corporations are getting special treatment, while any other American must adhere to strict limits and disclosure requirements.”

Jim DeMint PAC to Go Independent, Increase Fundraising

Sen. Jim DeMint (R-S.C.) is cutting official ties to his Senate Conservatives Fund leadership PAC to allow the fundraising outfit to form a super PAC. While DeMint may continue to attend fundraisers for the new super PAC — named Senate Conservatives Action — campaign finance laws prohibit him from asking donors for money directly.

The new structure will allow the group to raise and spend unlimited funds to support reliably conservative Senate candidates. It also ends the $5,000 limit on individual contributions. The group has raised $17 million since 2009, $8 million so far this year, under the limitations governing politicians’ PACs. Full story

With less than a week to go before the primary, more Members are picking sides in the battle between New Jersey Democratic Reps. Steven Rothman and Bill Pascrell.

California: Sherman Files FEC Complaint Against Berman

California Rep. Brad Sherman filed a complaint with the Federal Election Commission against Rep. Howard Berman, the latest shot between the two Democratic colleagues and fierce opponents in the June 5 all-party primary.

The complaint, dated Thursday and released to the media today, alleges improper coordination between the Berman campaign and a pro-Berman super PAC, Committee to Elect an Effective Valley Congressman.

It specifically argues that consultant Jerry Seedborg was paid more than $130,000 in the first quarter by the Berman campaign while Seedborg’s firm Voter Guide Slate Cards is owed nearly $24,000 for work performed for the super PAC in the same three-month period. Full story

Wisconsin: Eric Hovde Spending Big on Television

Businessman Eric Hovde (R) jumped into the race to replace retiring Sen. Herb Kohl (D-Wis.) in early March. It was late compared with the rest of the GOP field, but now that he is in, he is making a serious effort in his campaign.

Today, he has put up his second ad on the Wisconsin air, and a source who tracks ad spending said the buy was $450,000. The source also noted that Hovde spent $400,000 on his first ad buy. Between the two ads, Hovde has spent $850,000 on advertising in his first six weeks of campaigning.

Friday Fundraising Roundup

Campaigns have until Sunday to file Federal Election Commission reports, but a few campaigns made their numbers public today.

Senate: 

  • Hawaii: Rep. Mazie Hirono (D) raised more than $1 million from 7,161 individual donors in the first quarter. Former Gov. Linda Lingle (R) raised close to $1.4 million. Neither released cash-on-hand totals, and former Rep. Ed Case (D) has not yet released any of his numbers.
  • Minnesota: Sen. Amy Klobuchar (D) continues to prove herself as a fundraising powerhouse. She raised $1 million in the first quarter and has $5.2 million in her war chest. Full story

Fundraising: Campaigns Begin to Release Numbers

Crowing campaigns are beginning to leak their first-quarter fundraising numbers. Generally, any campaign releasing its fundraising numbers this early is happy with its totals. Reports must be postmarked by midnight Sunday.

  • Mo. Senate: Sen. Claire McCaskill (D) raised $2.3 million and has about $6 million in cash on hand.
  • Wis. Senate: Former Rep. Mark Neumann (R) raised $650,000. Although his campaign did not release cash on hand, the campaign noted that none of the money came “from Neumann himself.” Full story

In New Jersey’s hotly contested Member-vs.-Member Democratic primary, Rep. Steven Rothman narrowly outraised Rep. Bill Pascrell by about $30,000 in the first quarter. Rothman “raised over $540,000,” while Pascrell raised “approximately $510,000,” according to campaign press releases.

As for cash on hand, Rothman had just less than $1.8 million. Pascrell’s campaign did not release its cash total. At year’s end, Pascrell had $1.5 million in the bank, versus Rothman’s $1.7 million.

Virginia: Tim Kaine Rakes In $2.2 Million in First Quarter

Former Virginia Gov. Tim Kaine’s Senate campaign had a monster first quarter, raking in $2.2 million and ending March with $4.4 million in the bank.

Kaine, the former chairman of the Democratic National Committee, is unchallenged in the June 12 primary and likely to face George Allen, a former governor and Senator, in a general election race anticipated to be among the closest in the country and instrumental to both parties’ quest for the Senate majority.

The Kaine campaign highlighted in a release today that it has raised a total of $7.4 million in the past year from 19,000 individual donors, including more than 14,000 who have given $200 or less.

Allen has not yet announced his first-quarter fundraising. Reports for the Jan. 1 through March 31 fundraising quarter are due April 15 at midnight.

House, Senate Democrats Post Record February Fundraising

Democrats’ House and Senate campaign arms recorded their best February fundraising hauls ever, the committees announced this morning.

The Democratic Senatorial Campaign Committee raised $5.3 million last month, leaving it with $19 million on hand as of the end of February. That impressive monthly total helped the DSCC get closer to its strong 2008 cycle, when it ended February with $32.8 million on hand.

The Democratic Congressional Campaign Committee announced its February take on Twitter. DCCC Deputy Executive Director Jennifer Crider announced that the committee raised $6.3 million last month, leaving it with $16.4 million on hand. Full story

Florida Sen. Marco Rubio’s leadership political action committee, Reclaim America PAC, reported raising $563,000 in its first four months of existence. The PAC ended December with more than $275,000 in cash on hand and no debt.

Rubio, a conservative star who was a fundraising powerhouse during his upstart Senate bid in 2010, is considered a top-tier contender for the vice presidential spot on this year’s GOP ticket. His role in Tuesday’s primary in Florida solidified his national stature.

Donations to the PAC came from more than 25 states.
