Sen. Bernard Sanders, I-Vt., one of the Senate’s most liberal members, has endorsed state Sen. Daylin Leach — one of four Democrats running in the primary for Pennsylvania’s 13th District.

Sanders joins a crowd of liberal Democrats in Congress who are backing Leach, including the Progressive Caucus Co-Chairs, Reps. Raul M. Grijalva of Arizona and Keith Ellison of Minnesota, plus Alan Grayson of Florida.

“At a time when our country has more income and wealth inequality than any other major country on earth, and when the gap between the very rich and everyone else is growing wider – it is imperative that we send candidates like Daylin Leach to the U.S. Congress,” Sanders said in a news release Monday. Most Fascinating Races of 2014: Pennsylvanias 13th District

The House isn’t very popular these days, so why would anyone want to return there after a 20-year hiatus? The answer — if there is one — is just one reason why the crowded primary for this suburban Philadelphia, strong Democratic district is so fascinating.

Former Rep. Marjorie Margolies, D-Pa., is waging a comeback bid for the 13th District nearly tw0 decades after she supported President Bill Clinton’s budget and famously lost re-election in 1994. The 71-year-old is back with a vengeance and strong political connections: Her son is married to Chelsea Clinton. Full story

The group of Democrats – including Minority Whip Steny Hoyer of Maryland and Reps. Rosa DeLauro, Nita M. Lowey, Maxine Waters and Henry A. Waxman, among others – will host a fundraiser for Margolies on Sept. 24. Full story

Rep. Alan Grayson, D-Fla., endorsed two fellow liberal Democrats in crowded House primaries — state Sen. Daylin Leach in Pennsylvania’s 13th District and state Rep. Carl Sciortino in Massachusetts’ 5th District special election.

Grayson detailed his reasons in a Sunday email to supporters, writing that both candidates are against the NSA’s controversial domestic surveillance programs and would have voted for Michigan GOP Rep. Justin Amash’s amendment to scale back the NSA’s reach. Amash’s amendment failed in the House by 12 votes, despite strong bipartisan support. Full story

House Fundraising Winners and Losers

House Fundraising Winners and Losers

Now that all of the House fundraising reports are due, here is CQ Roll Call’s look at the winners and losers in the fundraising game.

Quarterly fundraising offers a quantitative window into the efficiency of a campaign — as well as a candidate’s drive to win. A number of challengers raised more money than incumbents this cycle, while other incumbents are racking up huge sums.

To see a full rundown of the House fundraising landscape, check out CQ Roll Call’s House fundraising chart. Even better: Bookmark it.

Winners:

Rep. Joe Garcia, D-Fla., in the 26th District
$442,000 raised, $801,000 in cash on hand

Garcia’s strong fundraising might be the best news he’s had in a few months. Two members of his official staff resigned during the second quarter amid an investigation into alleged corruption. But despite his legal troubles, he proved to be one of the top House fundraisers in the second quarter.

Former San Diego Councilman Carl DeMaio, a Republican in California’s 52nd District
$488,000 raised, $470,000 in cash on hand

DeMaio raised nearly a half-million dollars to challenge freshman Rep. Scott Peters, a Democrat who brought in $363,000 for this competitive district. Peters still holds the cash-on-hand edge with $526,000 in the bank. Full story

State Sen. Daylin Leach raised more than $350,000 in the second quarter for the open-seat primary in the 13th District, putting him ahead of a crowded, four-candidate field of Democrats in the fundraising race.

Former Rep. Marjorie Margolies, D-Pa., reported that she raised $185,000 since she announced her comeback bid for Congress in May, the lowest sum out of the four candidates in the race.

Rep. Allyson Y. Schwartz, D-Pa., is running for governor in 2014, leaving a wide-open primary for her heavily Democratic district in southeastern Pennsylvania. Four Democrats have announced campaigns so far: Leach, Margolies, University of Pennsylvania Medical School professor Valerie Arkoosh and state Rep. Brendan Boyle.

Former Rep. Marjorie Margolies, D-Pa., has picked up the endorsement of the No. 2 House Democrat for her comeback bid in Pennsylvania’s 13th District.

On Monday, House Minority Whip Steny H. Hoyer endorsed Margolies, who served with Hoyer in the House for one term. The Maryland Democrat described Margolies as “one of the most hard-working and courageous individuals I ever served with in Congress” in a statement from her campaign.

In 1993, Margolies cast the 218th vote to pass then-President Bill Clinton’s deficit reduction plan. Her vote ultimately cost Margolies re-election the next year.

Margolies Readies Congressional Comeback #PA13

Former Rep. Marjorie Margolies will file papers to run in the open-seat Pennsylvania 13th District race to replace Democratic Rep. Allyson Y. Schwartz, according to the Philadelphia Inquirer.

Margolies is the mother-in-law of Chelsea Clinton. But she’s also known for casting a tie-breaking vote to pass President Bill Clinton’s economic plan in 1993. That vote doomed her 1994 re-election campaign in suburban Philadelphia.

The former one-term congresswoman joins an already-crowded field for the primary. State Sen. Daylin Leach is running, as is state Rep. Brendan Boyle and Valerie A. Arkoosh. The current member, Schwartz, is running for governor. Full story

Remainders: 867-5309/Jenny, Don’t Change Your Number

What you might have missed “At the Races” on Thursday …

  • #FLgov: Sen. Bill Nelson, D-Fla, is mulling a gubernatorial run in 2014.
  • #PA13: This blog premiered a new series, “The Candidate,” that questions the scores of congressional hopefuls who visit the CQ Roll Call offices each cycle. The first victim? State Sen. Daylin Leach, a Democrat running in a crowded primary for Rep. Allyson Y. Schwartz’s seat.
  • Democratic Congressional Campaign Committee Chairman Steve Israel touted his recruits in a memo to his caucus. Notably missing? Former Rep. Joe Baca, D-Calif., who is trying to come back to Congress via the 31st District.
  • #GAsen: Former Rep. Ron Paul, R-Texas, endorsed Rep. Paul Broun in the GOP primary to succeed retiring Republican Sen. Saxby Chambliss.
  • #HIsen: Tensions from the 2008 Democratic presidential primary continue through the 2014 Senate primary. Several years ago, appointed Sen. Brian Schatz backed now-President Barack Obama and Rep. Colleen Hanabusa supported Hillary Rodham Clinton. Could Bubba or Obama campaign in the Aloha State first?

What we’re mulling on Thursday …

Editor’s note: Every year, scores of congressional candidates visit the CQ Roll Call offices to meet with reporters and Contributing Writer Stuart Rothenberg. This new blog feature, “The Candidate,” will ask these congressional hopefuls five questions about their campaigns. Responses have been edited and condensed.

Have a question for a candidate? We’ll announce their visits via Twitter, and you can tweet your inquiry to @RollCall or email politics@cqrollcall.com.

The candidate: State Sen. Daylin Leach, a Democrat.
The other candidates: State Rep. Brendan Boyle and Valerie A. Arkoosh, a medical professor at the University of Pennsylvania. Additionally, former Rep. Marjorie Margolies-Mezvinsky, who represented part of that district two decades ago, is also considering a campaign.
The member: Rep. Allyson Y. Schwartz, a Democrat running for governor.
The district: Solidly Democratic 13th District in southeastern Pennsylvania.
The candidate’s team: Senior Adviser Aren Platt, Vanessa Gervasi DeRose (fundraising), Dan Fee of The Echo Group (mail), Devine Mulvey Longabaugh (media) and Marc Silverman of Thirty-Ninth Street Strategies (polling).

1. You live in a part of Upper Merion that is just outside the 13th District’s boundaries. Will you move into the district?

Leach: We’re discussing that. This is the issue: I told you I went to eight elementary schools and I lived in 14 residences. I always wanted my children to have a house that they grew up in. We live like six houses from the district. I have to consult with my family about this. Full story

Pennsylvania: Schwartz Officially Enters Race for Governor

Pennsylvania: Schwartz Officially Enters Race for Governor

Rep. Allyson Y. Schwartz, D-Pa., has officially entered the race for governor, filing paperwork Monday to run against GOP Gov. Tom Corbett.

If Schwartz wins a contested Democratic primary and topples Corbett later in 2014, the five-term congresswoman would be the Keystone State’s first female governor.

“I’m running to be governor, not the ‘first woman’ governor,” Schwartz told the Philadelphia Inquirer. “But the fact that I am the only woman in the congressional delegation and in a senior policymaking role means people know I can beat the odds. I have brought a different perspective. … It does change the dynamic.”

Pennsylvania: Democrats Continue to Line Up for Schwartz Seat

It’s quickly getting crowded in the Democratic primary to replace Pennsylvania Rep. Allyson Y. Schwartz — and she hasn’t even officially announced her campaign for governor yet.

But state Rep. Brendan Boyle announced his candidacy for her House seat on Monday, according to The Philadelphia Inquirer.

He joins at least two other Democrats already running for the 13th District in suburban Philadelphia: Valerie A. Arkoosh, a medical professor at the University of Pennsylvania, and state Sen. Daylin Leach previously announced their campaigns. Full story
