Remainders: Recruitment Season

Here’s what you may have missed “At the Races” on Thursday …

  • Following a couple of Senate recruitment setbacks for both parties this week, Shira Toeplitz posted a timeline of when candidates announced their Senate bids in the 2012 cycle for comparison.
  • Kyle Trygstad looked into whether former Rep. Stephanie Herseth Sandlin, D-S.D., will jump into South Dakota’s open Senate race now that Democrat Rick Weiland announced his candidacy. It wouldn’t be the first time Herseth Sandlin and Weiland have faced off in a primary.
  • Missouri state  Speaker Pro Tem Jason Smith, a Republican, released his first ad in the special election to fill former Rep. Jo Ann Emerson’s seat.
  • The Democratic Congressional Campaign Committee launched a new program to cultivate strong candidates in targeted districts for 2014. The DCCC has tapped eight Democratic candidates for the program so far.

Democratic Rep. Nick J. Rahall II will not run for Senate next year and plans to seek re-election to West Virginia’s 3rd District instead, a Democratic strategist confirmed Tuesday evening.

His decision means that Democrats will continue to search for a top candidate to run for retiring Democratic Sen. Jay Rockefeller’s seat.

Rep. Shelley Moore Capito, a Republican, announced her candidacy for Senate last year. She got off to a big head start in fundraising in the first quarter as well.

The National Republican Congressional Committee will begin airing advertisements Wednesday targeting Democratic Rep. Nick J. Rahall II.

The small buy is intended to show that the committee is readying to take on Rahall’s district — regardless of whether he seeks re-election in 2014. Rahall is considering a bid for retiring Democratic Sen. Jay Rockefeller’s seat.

The NRCC will spend $12,000 to air the spot from April 3 to 9.

West Virginia: Snuffer Mulls Another Campaign for Rahall Seat

State Del. Rick Snuffer is considering a third campaign against Democratic Rep. Nick J. Rahall II.

“I’m very interested,” confirmed Snuffer, a Republican, in a phone interview with CQ Roll Call. “It’s a matter of what’s right for my family.”

If Snuffer runs again, it would mark a third rematch with Rahall. Rahall stomped Snuffer by a 30-point margin in 2004.

But Rahall’s margin of victory narrowed to 8 points when he faced Snuffer again last year. It was the congressman’s smallest winning margin since 1990. Full story

In a horse-race matchup, Rahall, seeking his 19th term in the House, pulled 62 percent to Snuffer’s 34 percent. According to a polling memo released by Democratic firm Anzalone Liszt Research, which conducted the survey, ”Rahall leads every gender, age, and geographic subgroup — including men and women, Independents, and in the Charleston/Huntingdon and the Bluefield/Beckley media markets.”

The poll found 64 percent of likely voters in the 3rd district had a favorable view of Rahall, while 30 percent had an unfavorable view of him. Snuffer’s favorable/unfavorable numbers were not released.
